Rise of the Planet of the Apes is still the best of this new crop and is unfairly underrated! There’s arguably no single moment better in the entire franchise than when Caesar speaks for the first time
I'll grant you that moment is awesome. I'll add, though, that my favorite moment in that film is the map tracing the spread of the virus; I just find it so sad and sobering. (I'll also say: seeing it again after 2020 makes it even more so.)
I guess I just don't love all the obviously sloppy science in Rise. And I've really come to dig all of the intra-ape politics and dynamics.
While I'm here, and addressing a Hollywood professional and advocate of Rise, I should ask: am I wrong to think they got the sequences of the titles wrong? (Asked in good faith, and I'm ready and willing to be corrected.)

Oh, absolutely the titles are in the wrong order. But I'm willing to give them a pass for it because they clearly were winging it (in a good way).
There's just so much to like about this series.
